How to register a travel agency

3. Check that appendices are included in the notification

Companies (Oy, Ky, Ay, Ry) submit the following appendices:

  • A receipt of payment of registration
  • Extract from the Trade Register (not older than one month)
  • Articles of Association

Private traders (Tmi) submit the following appendices:

  • A receipt of payment of registration
  • Extract from the Trade Register (not older than one month)
  • Extract from the Population Information System
  • Certificate from the Register on Bankruptcies and Reorganisations, see Legal Register Centre
  • Extract from the guardianship register, see Local Register Offices
  • Plan on future operations

Tour operators are charged an annual supervision fee starting from the year they registered.

5. Lodging a security and further actions

The application processing time is between two and six weeks*. You can expedite the processing by ensuring that the requisite information and appendices are included with the application. When the Finnish Competition and Consumer Authority has received the registration notification, you will be contacted about the amount of any security.

If you do not collect advance payments or sell gift cards entitling to the purchase of a package tour, your business may be exempted from the obligation to lodge a security.
A supervision fee is also charged from the year of registration on the basis of the amount of the security estimated in the registration decision.

Registered companies report on their activities to the Finnish Competition and Consumer Authority once or twice a year, or when requested.

*An entry certificate pursuant to the Provision of Services Act (1166/2009) is not submitted with respect to the registration application, as the registration decision is made within approximately two weeks of receiving the security that is a condition for registration.

Tour operator

The tour operator is always responsible for the entire package tour pursuant to the contract. When payments are collected from consumers in advance, a security is required for the activity. If package tours are paid after the trip, the tour operator may be exempted from the obligation to lodge a security.

*Advance payments are booking fees collected from consumers before a trip and final payments, including the remittances paid by the tour operator to their subcontractors.

Retailer

A retailer sells the package tours of a tour operator in the register of package travel companies. A retailer of a foreign tour operator sells on behalf of its foreign principal package trips organised by this party.

Incoming activities

Incoming activities, i.e. trips to Finland, do not require registration in the register of package travel companies. The business in this case must be organised in such a way that bookings are made and trips in their entirety are sold in the foreign country of origin.
