Current Consumer Themes Spark Discussion as Nordic Consumer Authorities Gather in Helsinki

Nordic consumer authorities convened on October 7–8, 2025, for the Nordic Consumer Summit, where current issues related to consumer protection were discussed.

The event held in Helsinki provided experts with the opportunity to share information and best practices.

In subject-specific expert groups, discussions were particularly deepened around five current themes.

Marketing Targeted at Children

Experts shared their views on how to define and identify whether marketing is targeted at children. The group also discussed marketing directed at children in the gaming industry, influencer marketing, and direct purchase prompts aimed at children.

Sustainability Claims in Marketing

Discussions on sustainability and environmental claims, their oversight, and how to enhance consumer awareness took place in a dedicated group. Participants also shared their experiences regarding the implementation of EU legislation in different countries.

Discount Marketing

In the discount marketing group, discussions focused particularly on the reporting of the lowest price over 30 days and observations related to this rule in various countries. Continuous discount campaigns and various bulk discounts, such as “two for the price of one,” also sparked discussion.

Digital Rights

In the group on consumers’ digital rights, discussions delved into current cases in different countries as well as in-game currencies in video games. Authorities shared experiences on how to work with general horizontal legislation and specialized legislation.

Financial Services

In the financial services theme, discussions centered on the marketing of consumer loans and how the new consumer credit directive affects the “buy now, pay later” payment method. Participants also discussed observed unfair contract terms in financing agreements.
