The time limit for processing the merger of Saferoad, Cleanosol and Tiemerkintä A & E has been extended until 8 May 2026

The Market Court has extended the processing time limit for the merger between Saferoad, Cleanosol and Tiemerkintä A & E, currently under investigation by the Finnish Competition and Consumer Authority (FCCA), until 8 May 2026.

On 19 December 2025 the FCCA opened an in-depth investigation into the merger in which Norwegian Saferoad is acquiring two Finnish competitors in the road marking services market, Cleanosol and Tiemerkintä A & E.

According to the Authority’s preliminary assessment, the merger would likely have adverse competition effects in the markets for road marking services in Finland, particularly in tenders awarded by the Economic Development Centres as well as in tenders awarded by municipalities and other clients that include longitudinal markings.

On 18 March 2026, the FCCA applied to the Market Court for an extension of the processing time limit, which was due to expire on 2 April 2026, until 8 May 2026. The parties to the merger are currently preparing commitments intended to address the competition concerns identified in the Authority’s preliminary assessment.

The parties supported the extension of the time limit, and the Market Court approved the FCCA’s application on 19 March 2026.
