Accessibility statement for the KKV.fi website

The Finnish Competition and Consumer Authority strives to ensure the accessibility of its online services in accordance with the act on the provision of digital services (laki digitaalisten palvelujen tarjoamisesta 306/2019).

This accessibility statement concerns KKV.fi website. We will update and supplement the statement during spring 2026.

State of the accessibility of online services

The online services meet in part the requirements set out in the act on the provision the provision of digital services (306/2019). Non-compliance and exemptions to the requirements are listed below.

Non-accessible content

The content listed below cannot be accessed for the following reasons: Non-compliance with the act on the provision of digital services (306/2019).

The following content and/or features are not yet compliant:

Duplicate ID attributes

There are several instances on the website where the same ID attribute is used for multiple elements. This violates WCAG 2.1, success criterion 4.1.1 (Parsing). Such errors may cause issues, for example, for screen readers and keyboard navigation.

Focus on hidden content

The website contains elements that are marked as hidden (aria-hidden=”true”) but are still focusable via the keyboard. This violates WCAG 2.1, 1.3.1 (Info and Relationships) and 2.4.3 (Focus Order).

Missing alternative text

Some images and charts lack an accessible name or alternative text, which violates WCAG 2.1, 1.1.1 (Non-text Content).

Insufficient text equivalents for tables

Some tables do not contain sufficient header cells or do not have clear associations between headers and data cells. This may make information difficult to understand when using assistive technologies and violates WCAG 2.1, 1.3.1.

Incorrect heading hierarchy

A logical structure of heading levels is not consistently followed on the website. For example, an H3 heading may appear without a preceding H2 heading, which makes the content harder to understand. This is contrary to WCAG 2.1, 1.3.1.

Hyphenation hints in headings

Hyphenation hints implemented in HTML (¬) are used in some headings. These may interfere with screen reader output, causing words to break unnaturally or sound unclear. This particularly affects users with visual impairments and undermines the intent of WCAG 2.1, 1.3.1.

Deficiencies in PDF attachments

  • Some PDF documents use charts without text alternatives. (WCAG 1.1.1)
  • Some PDF documents contain formatting issues that hinder screen reader accessibility (e.g., empty line breaks and headings not marked with proper heading levels). (WCAG 1.3.1)
  • Some PDF tables have structures that hinder screen reader use (e.g., tables used for layout, missing programmatic column headers, and similar information split across several different tables). (WCAG 1.3.1)
  •  In some PDF documents, footnotes are not linked to the text, making them difficult to interpret with a screen reader. (WCAG 1.3.1)
  • Some PDF documents have contrast problems. (WCAG 1.4.3)
  • Some scanned PDF documents have undergone automatic text recognition, which may result in incorrect characters appearing in the content.

The identified shortcomings are planned to be corrected during 2026–2027.

Certain content is excluded from the applicable legislation

The following content and/or functionalities are not accessible as they are not covered by the applicable legislation (Act on the provision of digital services 306/2019).

  1. A YouTube channel administrated by FCCA has video content published before 23 September 2020. Some of this video content does not have subtitles and/or audio description. Under the Act, video content published before 23 September 2020 need not be made accessible retroactively or taken down.

About the preparation of this accessibility statement

This statement was prepared on 16 September 2020.

The statement is based on the FCCA’s own assessment of whether its website meets the requirements laid down in the act on the provision of digital services (laki digitaalisten palvelujen tarjoamisesta 306/2019). The self-assessment process has made use of validation tools and a screen reader. The statement will be updated and clarified as issues are resolved or new ones are identified.
