FCCA opens in-depth investigation into PostNord Strålfors’s proposed acquisition of Edita Prima

The Finnish Competition and Consumer Authority (FCCA) is initiating further proceedings regarding the proposed merger in which PostNord Strålfors Oy would purchase Edita Prima Oy.

PostNord Strålfors is part of the PostNord Group operating in the Nordic countries. Edita Prima in turn is a subsidiary of the Edita Group Oyj owned by the State of Finland. The parties to the merger have overlapping activities especially in customer communication management services, including the processing and printing services of invoices, payslips and other administrative documents offered to companies and authorities.

Based on the FCCA’s initial investigations, the merger may have adverse competition effects in the markets of the traditional customer communication management services, or transactional printing services, in Finland.

The FCCA considers it important to continue investigating the competitive effects of the merger. The further proceedings will examine whether the merger may significantly impede effective competition in the Finnish market or a substantial part thereof. As a result, FCCA may approve the merger as such, approve it conditionally, or propose that the Market Court prohibit the deal. The further proceedings may take a maximum of 69 working days. The Market Court may extend the deadline for the further proceedings by at most 46 working days.
