Research and Impact Assessment at the FCCA

The work of the Finnish Competition and Consumer Authority (FCCA) is based on research and market knowledge. Research ensures that the Authority’s decisions and statements are carefully considered and well-founded.

Impact assessment is used to examine the consequences of different policy measures for competition and consumers’ position. This is particularly important when legislation is enacted that affects the functioning of the markets.

Research Topics

The FCCA conducts research on issues related to the functioning of markets and consumers.

Topics include, for example:

  • alcohol markets
  • pharmacy markets
  • food markets
  • public procurement
  • gambling markets
  • taxi markets

Research findings are used to improve the efficiency of markets and to develop regulation. The Authority is also interested in consumer behavior and experiences in different markets. Past topics have included: sales campaigns, mobile phone subscriptions, used car trade, and debt collection agencies.

Publication Series

The results of the research are published in four series. Research reports also include an English summary.

  • Research Reports: extensive research-based studies
  • Policy Briefs: concise reviews to support political decision-making
  • Reviews: shorter reports, interim reports, and literature reviews
  • Working Papers: first versions of publications intended for academic peer review
