The Finnish Competition and Consumer Authority (FCCA) has been investigating two requests for action concerning VR’s suspected abuse of its dominant market position in railway transport between Finland and Russia and the related services. FCCA concluded the investigation with regard to the request for action by Easmar Logistics Oy on 24 October 2017.
In April 2014, Easmar Logistics Oy submitted a request for action concerning VR to the Finnish Competition and Consumer Authority. In the request for action, the company alleged that VR was abusing its dominant market position through pricing and other procedures in the market concerning connecting transport and related terminal operations. Connecting transport refers to the railway transport carried out on the Finnish side in the railway traffic between Finland and Russia. VR had an exclusive right to carry out connecting transport until 22 December 2016. Easmar Logistics withdrew its request for action in the summer of 2017.
Considering the reports received in the issue as well as the withdrawal of the request for action, FCCA does not consider it necessary to continue investigating the issue and terminated its processing of the case. The request for action by Nurminen Logistics Oy concerning VR is still pending.
