According to an analysis prepared by the Consumer Agency, there are notable differences in the prices of waste management services between municipalities. The price range of organic waste collection is the most varied. Price comparisons are difficult due to the service providers having different pricing principles.
The Consumer Agency has compared the prices of waste management services for detached houses in collaboration with Regional State Administrative Agencies. The price of the service is composed of the transport fee and the waste processing fee. The price is also affected by the number of waste containers a household has and the interval at which they need to be emptied.
Consumers do not have much chance of choosing the waste transport company. Nearly half of the municipalities select the company on behalf of the residents based on competitive tendering. In the remainder of the municipalities, households living in detached houses can make arrangements with the transport company themselves, but in most cases, only one service provider is available.
For the comparison, information on the cost of emptying 240-litre unsorted waste containers, 140-litre organic waste containers and 240-litre energy waste containers in urban areas was collected from 305 municipalities. The information was gathered in March 2010.
Eco-fee complicates the comparison
The average price of emptying the unsorted waste container of a detached house every other week is €6.48. At its lowest, the price is €3.78, and at its highest, it is €11.95.
The price comparison is complicated by the fact that, in some municipalities, the municipal eco-fee is included in the waste processing fee, whereas some other municipalities charge the fee separately. The eco-fee amounts to €30.20, on average, and it is used to fund the maintenance of waste collection points and municipal waste advisory services.
Price range of organic waste collection is most varied
Only half of the municipalities have made arrangements for the collection of organic waste. The average price of emptying the organic waste container of a detached house every two weeks is €7.09. At its lowest, the price is €3.17, and at its highest, it is €16.71. Some municipalities charge separately for organic waste bags, while some include them in the collection fee.
Only a fifth of the municipalities collect energy waste. The average cost of emptying an energy waste container every six weeks is €5.53, the price ranging from €3.5 to €8.54.
Every tenth company incorporates an invoicing charge. The average amount of the charge is €2.19, and the typical invoicing interval is three months.
Households can affect their waste expenses by composting and sorting their waste. This results in less waste accumulating in the containers, which means that the collection intervals can be lengthened.
