A retailer sells the package tours of a tour operator in the register of package travel companies. In accordance with the contract between the retailer and the tour operator, purchasers of a package tour pay the cost of their trip either to the retailer or directly to the account of the tour operator. In both cases all payments end in the hands of the tour operator, and the retailer receives an agreed commission from the sale of the package tour.
Reporting to the Finnish Consumer and Competition Authority
Reporting is carried out within four months of the end of the accounting period. The requisite documents are:
- Annual report and accounts
- Form Mv: Operations of the retailer
From retailer to tour operator
Changes in operations must be notified well in advance to the Finnish Competition and Consumer Agency. If a tour operator offers package tours on their own account, the retailer must register as a tour operator in the Finnish Competition and Consumer Authority's register of package travel companies. Selling on own account, i.e. organising a trip, is also an activity in which components of a package tour to be sold, such as accommodation, transport service or other travel service, are subcontracted from another tour operator.
The sale of gift cards entitling one to the purchase of a package tour likewise requires registration as a tour operator.
