The retailer of a foreign tour operator retails the trips of their foreign principal in Finland. The difference lies in whether the foreign principal is based in an EEA country or in some other country, for example, in Russia or China. A principal operating in the EEA may provide a security on behalf of its retailer. In this case, the principal must show that the security provided complies with the Package Travel Directive and meets the requirements of Finnish legislation. If the principal is outside the EEA, the retailer must provide a security in the same way as a tour operator.
Reporting to the Finnish Consumer and Competition Authority
If the Finnish Competition and Consumer Authority has accepted the security provided by a foreign principal, the retailer of the foreign tour operator reports in the same way as a travel agent.
If the retailer of a foreign tour operator has provided a security itself, the retailer reports in the same way as a tour operator.
If the principal of an retailer of a foreign tour operator is outside the EEA, the retailer operating in Finland reports in the same way as a tour operator.
