The Finnish Competition and Consumer Authority can exempt a tour operator from lodging a security if the package tour operations fulfil the following requirements:
- Consumers' trips are invoiced after the trip. The tour operator or its agent does not collect advances (=booking fees, instalments and final payments paid before departure).
- Corporate customers' trips are invoiced after the trip. If invoicing is carried out before a trip, a package tour for a corporate customer may not include a ticket which cannot be transferred to another flight after it has been used the first time.
- The tour operator does not sell gift cards entitling to the purchase of a package tour.

Reporting is carried out within four months of the end of the accounting period using the following documents:
Sufficient notice must be given of changes in operations
In the event of changes in a company's operations, the Finnish Competition and Consumer Authority must be informed well in advance.
Changes in business operations refer to change in company form (e.g. a private trader becomes a limited company). If the payment terms of a company change in such a way that package tours are invoiced in advance, the company must lodge a security. In order for the security to be calculated the register must be provided with the necessary information using forms 3-7 (see Notification forms for tour operators lodging a security).
