Incoming business does not usually require registration in the register of package travel companies, even if the package tour is organised in Finland by a Finnish trader. In that case, however, the business must be organised in such a way that the booking is made and the trip in its entirety sold in a foreign country of origin by a trader operating there. The aim is for the supervisory authority operating in the country in question to provide national protection for purchasers of package tours sold there.

Package tours retailed through direct marketing fall within the scope of the Act. In this case, the customer books the trip directly from a trader operating in Finland. This does not constitute incoming operations, nor is the destination of the trip relevant. A typical example is retailing of trips and tours over the internet. In a case such as this, the trader must register as a tour operator in Finland and lodge a security which secures the claims of package tour purchasers.
